Is there a way to control Camtasia recording from a web cam using a strobe light? I would like to have a strobe light in a dark room that only shines light on the target for a small percentage of the time. For example, a flash once per second, and take a frame each second. The resulting video played at 30 frames per second would play at 30 times the rate, which is fine. But I do not want the light to be on all the time. I am recording insects that behave differently under continuous light. Is there a way to synchronize so that the recording will only record a frame when the strobe is on? Is there an API that could be used to control the exact timing in a way that the strobe could be programmatically synchronized with the recording?

No, no such functionality in Camtasia.

My best suggestion is this. Record the entire scene including strobes at 30 fps. Then, split the video between all the dark points. Delete the  dark frames. 

Add a black callout to the bottom of the timeline. Or record the scene without the strobes and add it to the timeline.

Take the remaining  "Frame or Frames" that are light. Distribute them about a second apart over the dark "callout/video". Then render the video.
