Is there a way to require an entire video to be completed once, before "unlocking" the ability to skip around?

I create training videos with quizzes, and it's currently set up to allow learners to skip around the training. Is there a way to force completion the first time, with the ability to "unlock" skipping privileges? I know you can take away the play bar to force completion, but that looks like a permanent setting. 
Is this even possible?

Produce two versions of the same video: one that's for training with quizzes and the other that simply plays when someone needs a refresher they can skip around.

Ok, so then there's no way to do it in a single file, then?

Currently there is no way to configure the TechSmith Smart Player to get this to happen.
