Issue with captions in Camtasia 9

I am finishing a video in Camtasia 9 with captions.  Previously when using Camtasia 7 the captions would appear under the video in the MP4 file.  Now they are not appearing in the MP4 file but do appear if I open the HTML file. I have followed a few tutorials on doing a "custom production" and selecting to change the caption area under "options" but it is still not working.  I also tried uploading straight to our Vimeo site and they appear but they are burned on the video rather than underneath.

you need to use "burned-in" captions

I would prefer the captions appear under the video as there is information at the bottom of the screen that I would like the viewer to see.  All previous videos I have made are with Camtasia 7 and I was able to add captions under the video with no issue
