You can do this with Autohotkey in the meantime.  I've finally decided to do this for myself.

The difficulty with this menu, though, is that the items in the menu are conditionally disabled, so you can't programatically say "Click the down key 5 times" because sometimes Group or Ungroup will be skipped, other times it'll be selectable.

So I've instead given AutoHotkey exact mouse coordinates to click.  If you go this route, you'll have to use the built in "Window Spy" tool (seen in the gif below as "Active Window Info") to report back on what the coordinates are for your monitor's resolution.  Mine is 2560 x 1440.

Here's my code.  You can just adjust the position values in the ImageMenuViaMouse function.

(Note that you'd need to install AutoHotkey; if you're a DIY problem solver, you might like it anyway)

; SnagIt:
ImageMenuViaMouse(y){
    MouseGetPos, xpos, ypos ; Store current Mouse position
    MouseClick, Left, 100,10 ; Open Image menu (adjust mouse position values with Window Spy tool)
    Mouseclick, Left, 100,%y% ; Click at y location parameter
    MouseMove, %xpos%, %ypos% ; Revert to original Mouse position
    return
}

#IfWinActive ahk_class SnagIt9Editor
    ; For the following, adjust y axis positions using the Window Spy tool
    ^t::ImageMenuViaMouse(206)  ; Trim Ctrl+T
    ^r::ImageMenuViaMouse(234)  ; Resize Image Ctrl+R
    ^+r::ImageMenuViaMouse(254) ; Resize Canvas Ctrl+Shift+R
    return
