I don't know the Camtasia MAC version, so I don't know what "MASK animation" is

but is this the effect you're looking for?

The Mask feature for MAC is a versatile mask feature.
 This video shows how to apply a  Spotlight effect in MAC the "Hard Way" way back in 2013. That's the date of this video, things may be different now.

However, you can apply and animate round and rectangular masks to media.At any position of your choosing.Feather the edges of the mask.Invert the mask, distort the mask.

Basically, you can let your imagination fly and create a lot nice picture in picture looks without jumping through a lot of hoops to do it.

You can easily apply a mask to several layers of media to create a collage or opening title.Things like that.

Just as an example, the video on the left in this image had a rectangular mask applied to it.It was rotated and slid mostly of screen. That video is on track 2.
The video on the right is track 1. The other rectangular video is a standard overlay video with a border. But it's a nice video effect requiring  little effort thanks to a masking feature.

to get something like this in windows. it is very difficult but when using a mac you just go to visual effects and apply the mask effect. you get a nice circle mask...

No word from Techsmith why this can not be done in Windows?  Agree, would be nice to have these capabilities in the Windows version as well.
