Not and administrator, CamRecorder.exe "unspecified error"

I'm running 64bit version of Windows 7 and get an "unspecified error" message when trying to run CamRecorder.exe unless I have "Run this program as an administrator" checked off in the properties. Is there a way to be able to run this as a standard user and not need to have this checked off?

I solved this problem.  I did two things, I am not sure which one did it.  
1)
Right click CamRecorder.exe  --> Properties  --> Digital Signatures 
Click the TechSmith Certificate, click Details click View Certificate, then click Install certificate and follow the prompts.  

2) 
Right click CamRecorder.exe  --> Properties  --> Security.  
Click the user name you are using, click, edit, then make sure that the permissions are Full Control as opposed to just Read and Execute as they were for me.  

This problem is really annoying, hope this helps someone
