How can I turn off the animations for the orange scrolling capture arrows?

When starting a capture, the capture area shows bouncing orange arrows to make it clear to the user that it's possible to capture a scrolled view.  The bouncing animation on these arrows is very distracting, especially for people with attention disabilities. As things are now, I dread capturing screenshots. If just having the orange arrows without animation (as in the previous version) isn't sufficient for people to notice this feature, could you please make the animation stop after a couple of bounces?  Likewise for the animated info-bubble at the top of the app. Would it be possible to animate it just a couple of times and change the color of the bubble?

You can turn off all animations by enabling Simplified Crosshairs under File > Capture Preferences.
The motivation for animating them was to encourage usage for those unfamiliar with them.  I agree though, they may not need to animate all the time to serve that purpose.
