There are a few reasons this could be.

The most common reason is Youtube is still processing (not uploading but processing) your video.
After uploading it can take from a couple of hours to a couple of days for Youtube to fully process your video.

Another reason is your internet speed is to weak when viewing it. Youtube will show you the best resolution it thinks is best for viewing dependent on your internet speed.

Lastly,  Your video has to be 1920 x 1080 to start with.

In the editor your project needs to set to be 1920 x 1080 and rendered  as 1920 x1080.

Best practice is to

Record at 1920 x1080
Edit at 1920 x1080
Render at 1920 x1080

Consistency is important to end results  quality.

But in full screen recording mode the max area is 1366x768. Does it mean i can not record 1080p videos?

You can record your full screen,  thats fine.

What I am saying is that when you render your video in the Camtasia editor,
Your project/canvas  size has to be at the least set to 1920 x 1080 and your video scaled to fit in the canvas.
