Screencast: Full Screen for Some, Not All

When I follow the link and go Full Screen, the display fills my entire monitor. Simiar to the first image. (I am not logged in to my account at the time.)
Other users follow the Full Screen and are stuck with the black frame around the video. See second image.

I am unable to recreate the conditions to produce the second image display. However, I have multiple users providing evidence of the display even after activating the Full Screen view.
I have tested the link on Windows 10, Windows 7, iOS.
Browsers: Firefox, Chrome, Internet Explorer, Safari, Microsoft Edge

How do I push the display to full screen/full monitor for all users?
