Snagit v13 or above: Enlarging a Video capture

Snagit (v13) fan, use it daily. I forensically analyze accidents captured (usually) in surveillance videos stored in proprietary, encrypted formats by the surveillance software. Snagit video capture lets me capture "snippets" (.mp4) from the screen, but often the resulting video needs to be enlarged by a minimum of 2X to be truly useful to all observers. Does Snagit (or any other essential TechSmith product) have the capability to enlarge, frame-by-frame, a video captured by Snagit. TIA, Bruce Chitiea, SafeSectors, Inc.

Camtasia can do that easily.  Just increase the Project Dimensions and drag the video in the Canvas to fit.  There is also a Zoom-n-Pan feature to enlarge a specific area in a video.
And much more.
