SnagIt v8.2.3 update always runs install on startup

After recent update of SnagIt 8.2.2 to 8.2.3, 64bit Windows (10), an installer or the standard startup routine now always runs at machine startup, showing a dialog box asking for permission to make changes to the system.  Same problem on both laptop and desktop machines.  This is  a new annoyance, and hardly seems necessary after first install.  Is there a workaround regarding permissions or do I have to wait for a 8.2.4 fix?

Try going into preferences and  setting SnagIt to never check for updates.
There will never be an update to SnagIt 8 in the future. SnagIt 8 hasn't received an update since 2007.

If that doesn't work you may want to try a reinstall of the program. Your biggest problem is the program is now 10 years old. There is no tech support available and it was designed to run on Windows XP or something along that line.

Sorry, miswrote; version is 2018.2.3, with the latest update just a week ago.  I would expect an update of this version, but will try the check for update disabling.

Have you tried other apps? Such as Microsoft Word, or the browser or anything else?

I ask because this is often a common issue I've seen with Windows generically, where launching nearly any app results in the messages about installing. I believe the solution involves downloading and running a utility that cleans up the Windows installer.
