Split a video file

I was recording a video file using Snagit and the time duraton was 3 min with 45 sec. and after I tried to split it in videos of 30 seconds eachone (in this case 7 videos of 30 seconds and one of 15 seconds). Doing that manually was easy but the precision was not very good becuase the end of one file and the start of the following  there was a difference of msec.

For this I  would like (if it's possible) a new version of Snagit can read a mp4 file  (or a video file in general form) and it can split it. The input data to do it could be:

a) Seconds(x); Known the total time, this is divide by these Seconds (x)
b) split numbers;

For example, 

If I have a video of 3 min and 52 seconds and choose:

a) Seconds (for example 30 sec): 3'52'' = 3*60 + 52 = 180'' + 52'' = 232'' / 30'' = 7 splits of 30 seconds and 1 split of 22 seconds

b) Split numbers: the division is more simple.  isn't it?
