When I select spotlight in annotations, then add it to the timeline above a capture video, the box appears but the background is just black. It is not dimmable and I don't seem to find any properties pertaining to it?

Hi there
If you click on the spotlight item in the timeline, do the properties appear then? (assuming here that properties panel is visible)
If so, try clicking into the X and Y fields and typing 0 (zero) and see if the actual spotlight appears.

Hi Jeff,
Select the Spotlight Annotation, then click the Properties button on the right side of the editing canvas - this is even level with the playback icons.
When you open the properties, you will see the tabs at the top of that pane that contain the options for that animation.

No go. I can see properties for the selected annotation. The opacity and intensity sliders move but do nothing to the image. The "spotlight" box is moveable and scalable and shows the full brightness video from the layer beneath but the borders and beyond are just black and not showing any video. I did use spotlight in 8 so I know how this should work. JK

Sounds like your machine may need a video driver update or something.
I'd advise contacting support.
