Can Camtasia Studio filter out backgrounds in video? (not the greensceen effect)

An inspiring survey, but it didn't ask the key question, why I didn't buy the product. 
a) I need to create training videos in an outside environment, then remove distractions from the background.  I've heard of YouTube videos placing bands in city centres and removing all the traffic and pedestrians.  I'm told greenscreen was early technology and now you can filter moving images.
b) My time spent trying Camtasia and a host of alternative programs, is time wasted because I don't have the skills to know what question to ask.  I find I'm buying various software in hope or on a false promise, then finding the words I've read mean something slightly different.  I've sought advice and never found it. 
That's why I didn't buy the product and have currently put my projects on the back burner.
If anyone can answer my question, I'd love to find a product that works.

Dave, I sense the frustration articulated in your question. However, I also need to come out in support of the Techsmith products. They are world class, very powerful and will deliver.

Does this take a learning curve? Yes.
Is the learning curve really difficult? No.

I would encourage you to keep trying with the Techsmith products. I think that you will find that they are not as challenging as you might have initially perceived.

Also, trying many different products in succession can just create confusion. My advice? Stick with Techsmith, Watch the training videos. Ask questions (you'll get fast, solid, no-nonsense responses).

I think you will soon realize that you can deliver great, professional products very quickly.

And no, I'm not affiliated with the company in any way, except as an end user.

I rarely respond to surveys because they are skewed towards to the originator.

So how do I do it please ?  How do I get a fast solid no-nonsense response, to what I thought was clear in my question ?  My goal is to make videos and remove distractions from the background, be they people, traffic or birds flying past.  My goal is not self-betterment, spending another month with this particular product, or any others which I've spent time and money on, learning that it might be possible, but I cannot do it and nobody else knows how.  It can be done, because YouTube has such videos.  The camera shots move in and out of the bands but there is nobody in the background.  It's not done on green screen.  With modern technology it's possible to filter moving images, quickly and easily.  That is the one thing I need to do.  Everything else is peripheral. I appreciate this opportunity to find the answer and I suspect the answer is on this forum.

Hi Dave,

Camtasia Studio cannot do what you need to do with video.

I don't know what program people use to get that effect. And, I haven't seen that effect in person so I can't speculate on any ideas or workarounds, etc.

To do that, you need a NLE such as Edius. It's performed by using an effect called mask key. There is a learning curve and a lot of effort involved. You may be able to do this with After Effects also. There will be some effort involved on your part. Look on YouTube for Edius Mask Tool with Key Frames. This is one, watch until the end to see the different types
