Text to speech language problem

I am working with a german windows 7 professional installation, everytime when i import an english video and try the text to speech function, camatasia thinks it is a german video and makes horrible captions for it. I already switched the system language to english, but this doesn ́t work too.

Do i need a complete english windows version (dont hope so)?

I work with a German Camtasia version but I produce English videos and have never had a problem. Interestingly though, when I tried to do a German video once, the Speech-to-text function did not work at all, too. It tried to turn my German sentences into English gibberish.

I think the problem is, that this Speech-to-text function is able to learn over time to how to best turn your spoken words into text. After all, when you try speech-to-text for the first time, you are encouraged to 'train' the fuction with your voice. And I would guess from what you've described and what I've experienced, that the speech-to-text function is not language-specific. So once Camtasia has learned to do Speech-to-text in one language, it does not recognize when you are using another language.

Again, this is guesswork here, but to me it seems to be the most logical explanation.
