Using coaches eye for judging hema

I summarized my question at the bottom, if you just want to skip to it.

I'd like to use Coaches Eye to assist with judging in the new sport of Historical European Martial Arts (HEMA). HEMA competitions are usually fought in the form of duels at full speed/ contact with blunt steel weapons.

The biggest obstacle to the sport is inconsistent judging. Exchanges happen in the blink of an eye and are often messy. Even the best judges have difficulty discerning what happened in real time.

My solution to this would be to put cameras around the ring and sit the judges in front of tablets with Coaches Eye. If they had instant review, they could look at what just happened and make more accurate judgements.

There is one problem with this though. I can't do instant scrubbing on CE. That short series of steps from when I press stop, reopen the clip, and then scroll, is still too long and disrupts the flow of the match. Is there a way to instantly scrub? Ideally with the video still rolling.

Also, I'll need a faster camera than what is on my iPad to catch high speed motion like a sword tip. I'll look for camera recommendations, but if you could include any suggestions for that, it's be appreciated.

Tl;dr: 1) Is there a way to do instant scrubbing on a camera as it's rolling? If not is that something that can be developed in the future?
2) By the way, what do you recommend for high speed motion capture?
