Video file size is too large. How do I adjust the Data Rate and Total bitrate?

So I'm creating some videos to be installed with our software and I ran into a file size issue. For instance, one of the old videos is 10:06 in length and 19.8MB in size. My new on is 13:51 in length and 37.8MB in size. So every second seems to be much larger on mine and I can't figure our why. The one thing I've notice when I go to the properties/detail is that the Data rate and the Total bitrate are higher on mine. Is there a way to adjust this during production?

You can change the Data Rate.  Total bitrate is not something you adjust.

Do a Custom Production >>mp4
then in the Smart Player Options window under the Video Settings Tab
Change the Encoding Mode to Bitrate and make your adjusment.


 
You can also adjust the Audio bit rate under the Audio Settings Tab.
