Will putting a video clip in the timeline lose some of it's quality?

Let's say I have a 10-minute long video clip but I only need 5 seconds of it. I would put that clip into Camtasia, cut out the 5 seconds and produce a new video.
Will the 5-second video have a lower quality than the original video?

Does anyone know a convenient way to generate these short clips? VLC player can apparently do that but it's buggy.

Yes in Camtasia. Select the 5 seconds with the play-head. Right click the Selection. 
Select " Produce Selection As" . Then select the size and Quality in the Production Wizard you want.
Save and use in your project.
With high quality settings I can not see any difference from the original.

to add to what Bob has suggested, and for optimum produced quality, do a custom production to MP4; in the wizard, on video tab, set H264 profile to high, and encoding to quality at 70%

Ok, I think it looks fine. The play-head selection thing is really handy, thanks!
