Windows 10 "April Update 2018" Breaks Camtasia Recorder?

I upgraded to Windows 1803 (the new major "April Update") the other day, and attempted to start Camtasia recorder. It opened, but was basically frozen and unresponsive. The recording box and 'recording area' rectangle were there, but couldn't be moved. Sometimes if you tried repeatedly you could drag the window, but it would be extremely laggy, and still unusable, and you can't click the buttons. Also, the recording area would occasionally blink black. I tried updating my Nvidia drivers, but that didn't work.

I attempted this with both Camtasia recorder 8 and 9, same behavior in both. I reverted the April update using Windows "recovery options' menu, and indeed that fixed the problem.

Some other strange things:
The recorder worked fine when booting in safe mode. Further, very strangely, when I ran the recorder in an isolated Sandbox environment (using "Sandboxie" software), it worked fine! This lead me to believe that something must be interfering with it. But I could not for the life of me figure out what it was. I tried looking at event viewer, using Procmon to see if there was anything unusual, but was unable to tell.

It seemed like the software wasn't "hanging", just unresponsive, if that makes sense.  All other software seemed to behave normally while this was happening.
